Conservation of momentum(as with energy and other derivatives) is applicable to closed systems …and I find creation and destruction of momentum a bit misunderstood concept at large , certainly counter intuitive. Will try and explain in simple terms -

What is momentum - its “quantity of motion” of a body, considering linear momentum

p=mv , certainly momentum is building up as speed is increasing…

When is it conserved? It is conserved when there are two or more bodies which interact/collide ~ action and reaction ….Newton’s third law of motion.

This is is what results in an impact on bodies, impact could be high/low in line with properties of mass & velocity.

A car hitting a pavement at high or low speed determines the damage again bullet with low mass but very high velocity invariably causing damage.

Other point being what is closed system? In classical mechanics is defined as a system which doesn't exchange any matter with its surroundings, and isn't subject to any external Force. So closed/open systems are considered as per context.
