Let common ratio be X

1 = 1x

3=3x

Total no. of flowers = 60

A.T.Q.

1x+3x=60

4x = 60

x=60/4

x=15

Remaining flowers = 1x = 15

No. of flowers offered in temple = 60-15 =45

Hope it helps u
