This water on the Earth is bounded to its surface and as water vapor in its atmosphere because of the binding forces created by Gravity and the spin of the Earth. The earth rotates and at the same time revolves around the Sun, the spinning creates the Coriolis force which deflects the ocean currents to their Right in the Northern hemisphere and to their left in the Southern hemisphere. And so yes this force which is again created by the Gravity and spin holds the water, though the water piles up at the poles. Imagine If any day the Earth stops spinning or the rotation slows considerably all the water will go to either sides of the poles. And so what is happening is that the water piles up but thanks to Gravity it again pulls it down. Everything is there because of Gravity.
