Most of the British government offices kept a record of all processes. when and why did the system start in India? What was the reason for starting such a system?

In British period this system was started in India because they felt important documents should be carefully preserved. The records can be referred to studied ,analysed and debated ,as when required.It led to rise of administrative culture of memos and reports

most of the British government office kept a record of all the process because they wanted to know that what is happening in india and are the Indians using their material. They wanted to know that where is profit in their occupations and where is loss . That's why they think that It is important to keep all the information about the Indian in their record.
