Motion is a relative term. It depends on the observer/frame of reference. Depending on observer the body may be in rest or motion.
Example : you are at rest if you are sitting on sofa for your dad but you are in motion or we all are in motion if you observe from outside earth .
Another best e.g is train! If you are in a moving train you are at rest for your co passenger but if another person observes from platform u r in motion!
So yes it is a relative term and not absolute.

The concept means all motion must be relative to something else. To view body movements, it must be compared to a reference frame or other body. When the movement is compared to the absolute space the motion is always zero.
