yes since near the surface of earth (for small and medium heights) gravitational acceleration (acceleration due to gravity 'g') has a constant value of 9.8m/(s^2), directed towards center of earth or downwards. freely falling body means a body dropped from a height which is falling under gravity with constant acceleration 'g'.
