when the book is stationary, newton's first law is applied. when you push the book, static friction applies. due to the newton's second law of motion, you'll have to apply greater force that the frictional force . also newton's third law is applying as the force of friction is applying equal and opposite force on you.

newton's first law- an object shall not change its state of motion until a force is applied.

newton's second law- greater force is needed than the current force to change the state of motion

newton's third law- every action has equal and opposite reaction.
