Mr. Gupta bought it for Rupees 35000. That is the original price. He spent Rupees 5000 and Rupees 1500 for the scooter. The is the additional price. The new selling price is now Rupees 35000+5000+1500 = Rupees 41500. His actual selling price was Rupees 40000. It is now clear he sold it at a loss. Now let us take x percent of Rupees 41500 as 1500. Therefore x/100 * 41500 = 1500.

415x = 1500

x = 1500/415

x = 3.61


Therefore Mr. Gupta sold the scooter at a loss of 3.61%.
