Velocity is the displacement or time. Now displacement means how far they are from the starting point. In each of B,C,D they returned to the starting point so the displacement is zero and hence the velocity=0 also. Only gives a definite displacement and hence a value for velocity so it is the only one where velocity accurately representes the 'fastest' competitor. Velocity is a vector quantity requiring direction as well as magnitude.
