The Legend on the coin during Muhammad tughluqs reign translates as "He Who Obeys The Sultan Obeys The Compassionate". The copper tanka's were issued to preserve the Gold and Silver at the Treasury and were tradable/exchangeable for gold & silver in equal measure. The copper tanka's were heavily forged by the local populace and exchanged for valuable gold and silver ruining Mohd Bin Tughlaq's Treasury. It is said these worthless copper tanka's piled up in their millions outside the Royal Treasury and remained there for hundreds of years as a testimony to Mohd Bin Tughlaq's folly and failed currency reforms

That doesn't make Mohammed bin Tughluq (or rather the official who thought of this idea) a fool. On the contrary. His experiment was way ahead of its time. By its failure, it imparted an important lesson. What is foolish is not learning the lesson and not trying again without making the same mistake. That is a lesson valid even today.
