Motion is not always the same,Motion is always considered with respect to something this is called as relative motion.
When a person is seated in a train in motion,he is at respect to (a)The train and (b) a person watching him from the front seat.
Indeed he is in rest to every other passenger in the train,because since both the passenger are in motion with same speed and direction ( travelling in same speed).They see each other to be at rest. and all other things happening outside the train appears to be in motion.
NOTE:

Vr=relative velocity V1:velocity of first body V2:velocity of secound body.
CASE 1:If both object are moving in same direction (like in same train)
Vr=V1-V2 ,(since V1 and V2 are same,relative velocity=0.i.e rest)
CASE 2:If both object are in opposite direction (Like with surrounding,or another train in opposite diection)
Vr=V1+V2, (Here the velocities of each objects adds up)
