A four-storey building collapsed in Mumbai's Dongri area on Tuesday leaving 11 dead and over 40 people trapped under debris.

The building was said to be dilapidated and its residents had engaged a builder to redevelop the property. However, later authorities claimed that the building was unauthorised.

Rescue operations were hampered as the building was located in such a narrow lane that even a small hand cart could not be taken inside. At least 15 to 25 families supposedly lived in this building.

“The building was 100 years old. We had given permission to redevelop the building. Only an investigation will reveal why the redevelopment was delayed. Right now our priority is to focus on rescuing the people,” said Maharashtra chief minister Devendra Fadnavis.

Three National Disaster Rescue Force teams accompanied by Mumbai Fire Brigade are engaged in rescue work since Tuesday afternoon.

Brihanmumbai Municipal Corporation (BMC) and Maharashtra Housing and Development Authority (MHADA) could not figure out which of the two had jurisdiction over the building. MHADA officials initially claimed that the building was under their jurisdiction.

But later Vinod Ghosalkar, chief of the repair board of MHADA claimed that the building was not under the jurisdiction of the agency.

Later in the day, MHADA clarified that this was in fact an unauthorised construction that had come up behind Kauserbaug, a building that was initially thought to have fallen. It also led to questions as to how the BMC allowed a four-storey unauthorized structure to come up.
