It is because Mumbai is situated near the coast of the Arabian Sea and so is under the influence of Sea breeze giving it a Maritime climate, with less than 10 degree centigrades of annual range of temperatures, i.e. it is not too hot in summers, neither too cold during winter( as given in the question - December).

On the contrary, Kanpur is sitiated inland, away from the coast and hence continental climate is experienced there with large annual range of temperature of temperature, i.e. it is very hot in summers and cold during winter (here December)

PS: the difference in the latitudes of the two cities isn't a big factor as both lie in the near to the line of Tropic of Cancer.
