Local government assess taxes on only a % of the value of the property. To calculate the assessed value, you have to take the property's fair market value and then multiply it by the given/chosen %.

Also, if you know the tax you owe and tax rate, you can plug in that info and calculate it basically backwards.
Example:
tax rate is $10 per $1,000 of property value and the tax owed is $3,000, then \ divide $3,000 by ($10 / $1,000) to calculate assessed value of $300,000.
