Failure and disappointment of non cooperation movement. Congress was visibly more associated with the Hindu mahasabha. As a result, Muslims felt alienated. Each group organized religious processions due to their relations worsened. Efforts were made to negotiate in 1927. Muhammad Ali Jinnah demanded reservation in central assembly and representation in proportion to population in Muslim dominated areas. Hopes of Muslims disappeared when M R Jyakar opposed them all parties conference in 1928 . He didn't want to compromise.

The Muslim's political organisations in India could not show interest but gave a lukewarm response to civil disobedience movement. After the decline of non cooperation-khilafat movement, a large section of Muslims felt alienated from the Congress. From the mid-1920s the congress came to be more associated with Hindu religious nationalist groups. As relations between Hindus and muslims worsened, each community organised religious procession with militant fervour, provoking hindu-muslim communal clashes and riots in various cities.
