The Muslim league on 23 March 1940, proposed a judgment directing a measure of sovereignty for the Muslim majority regions of the Indian subcontinent. The leader of the Unionist Party, Sikandar Hayat Khan, drafted this resolution and presented it in the Punjab assemblage by saying that he did confront to a Pakistan that would indicate “Hindu Raj elsewhere and Muslim Raj here ".
