Neutral oxides are the oxides which are neither acidic or basic in nature.
these oxides are unreactive i.e, they neither react with a base nor an acid.

Preparation of ethanol from methanol involves the following process-
Methanol + PCl3 = Methyl Chloride - H3PO3 + KCN = Methyl Cyanide - KCl + 2H2O = Acetic acid - NH3 + LiAlH4 = Ethanol - H2O
