M stands for Molarity, means molecular weight dissolved in 1 litre of water. HCl molecular weight is 36.46. 36.46 grams of HCl dissolved in 1 L is 1 M. M/10 = 0.1 M or 0.1 N. In this case molarity and normality is same that is 1.

0.1N HCl is explained below.

N is the unit to represent the concentration of any substance in Normality.

1N of a substance = Number of equivalent weights /Volume of it in Litres.

Equivalent weight of HCl is = 36.5 gm

So, 1N HCl would mean 1gm equivalent of HCl dissolved in 1L solution.

0.1 N of HCl would obviously mean 0.1 gm equivalent of HCl dissolved in 1L of  solution.
