because it is an ionic compound and does not contain free electrons in solid state thus when it is molten then it gets free electrons and conducts electricity as flow of current require flow of electrons

it conducts electricity because when it dissolves in water Nacl breaks down in its ions and due to that ions it conducts electricity in aqueous solution
