Carbon is an interesting element it has three main allotrophe graphite, diamond, fullerenes. When we compare diamond and graphite, we see that the 3D structure of diamond doesn't have any free electrons where as the hexagonal array of graphite provides free electron hence it helps extract current to flow through it.
Thus graphite (carbon) can be a non metal that allows conductivity of electricity .
