Agrarian Revolt was when the farmers faced their years with rather a hard time financially, there was a certain movement which began to help the farmers by selling them non-perishable crops at the best possible prices. 

But this was not beneficial for some of the farmers because they could not pay off their loans and they also complained that the tax rates are rather high and there are really high-interest rates. 

The areas of Agrarian Revolt in early 1789 were Ruffec, Normandy, Rhone Valley, Provence, Poitiers.
