A “Newton” is a unit of force. One can measure a force in Newtons, but a Newton cannot measure a force. To measure a force, you need some measurement device.

It’s like length: you can measure length in centimeters, but a centimeter cannot measure length. A ruler can be used to measure length, and a ruler has centimeter markings on it so that you know how many cm long the thing you’re measuring is..____:-)
