The leaders of the Congress who played a significant role in bringing the Congress and the Muslim League together are Bal Gangadhar Tilak and Gopal Krishna Gokulae.  

After long effort and initiation, the union of "Indian national congress" with Muslim league happened during the Congress session at Lucknow during 1916 which was headed by Bal Gangadhar Tilak.

The eminent congress leaders Bal Gangadhar Tilak and Gopal Krishna Gokulae had a meeting with Mohammed Ali Jinnah, the leader of "Muslim league" and the meeting was found to be the success as it led to the path for the unity of "Congress" and "Muslim league".

An agreement called Lucknow pact was signed between "two parties" on a different date. The "Congress party" signed the pact on December 29, 1916, and the "Muslim league" signed it on December 31, 1916.
