The answer is - Liquid.
Liquids can flow and can fill the container completely IF they are put in certain quantity.
On the other hand, gases are the physical state of matter that can fill the container completely due to high kinetic energy of molecules and large volume.
Liquids have an definite volume but gases have an indefinite volume. They can flow wherever they wish to!!
