During the electrolysis of water, hydrogen gas is produced at cathode electrode and oxygen gas at anode electrode.
2 H20 ---->2H2 + O2
since the electrolysis of water produces 2 volumes of H2 gas and 1 volume of O2 gas hence the volume of gas collected at cathode that is hydrogen is double the volume of gas collected at anode.
