It refers mainly to the Vedas themselves. Shruti describes the sacred texts comprising the central canon of Hinduism, viz., Vedas, Brahmanas, Aranyakas, and Upanishads. It's not shruti it's Smriti that means 'which has been remembered' supplementary and may change over time.
