There are two types of fibres that are derived from the sheep.
The coarser hair and the second type being the finer hair which is closer to the skin.
Wool comes form the fleece or the hair of the shep, yak, goat etc.
The fine hair closer to the skin of the sheep is what is used in making finer wool.

We harvest domestic animals like sheep for the wool like fabric from them.
Sheeps produce two types of fabrics for our usage.
The main difference between this two fabrics are the fibre thickness difference.
The hairs near the sheep skin are used for manufacturing fine and thin wool fabric.
But the other body hair is used for manufacturing regular thickness wool which we use vastly.
