Explanation:

Upon injury, an inflammatory response is signalled by the mast cells which are the major secretor of histamine. Histamine is also secreted by basophils. Histamine causes immediate ‘vasodilation’ and increased ‘vascular permeability’.  

Serotonin is secreted by platelets and it also brings about vasodilation and increased blood flow. Histamine is the ‘primary mediator’ of inflammatory response, serotonin is secondary in function.
