Not all metal oxides are soluble in water, only some are.
The metal oxides which are soluble in water are not acidic, but basic.
The metal oxides which are highly acidic are not soluble in water.
For example, Calcium Oxide(CaO) is one such metal oxide.
The other metal oxide is Iron Oxide(FeO).
