The Inter State Council was formed on the recommendation of the Sarkaria Commission. A Presidential Order was issued on 28th May 1990, for the formation of this body. Accordingly an Indian constitutional body was set up, based on the provisions given in Article 263 of the Constitution of India. It is a significant platform. But it is not a permanent constitutional body meant for the coordination between the states and union government.

The purpose of the Council is to discuss or investigate policies and subjects of common interest. It also deliberates about disputes among states.

The Prime Minister is its Chairman. The Chief Ministers of states and union territories are its members. The Administrators of union territories, and six members of Cabinet rank are its members.

There have been 11 meetings since it was formed. The first meeting was held on October 10, 1990, under the leadership of the then Prime Minister, V.P. Singh. The second meeting was held on October 15, 1996 under the Chairmanship of H.D. Deve Gowda.

The third and fourth meetings were held under the leadership of Inder Kumar Gujral, on July 17, 1997 and November 28, 1997. Four meetings were held under the leadership of Atal Bihari Vajpayee, on January 22, 1999, May 20, 2000, November 16, 2001, and March 27 - 28, 2003.

Dr. Manmohan Singh headed the ninth and tenth meetings on June 28, 2005 and December 12, 2006. The eleventh meeting was held under the leadership of Prime Minister Narendra Modi on July 16, 2016.
