1. The scope and quality of the goals, purposes, and functions of the totaleducational program and the extent to which these meet the needs of the variousindividuals and the community as a whole.2. Evaluation is concerned with the progress being made in the achievement of these goals as measured not only by characteristics and behavior of the learners,but primarily by the growth that they have made in attaining socially desirableobjectives both as individuals and as members of the larger social group. The process of evaluation includes the appraisal of all elements of the totalteaching-learning situation that contribute to effective and economical learning witha view to improvement. This embraces (a) the organization and administration of the school, (b) the school curriculum, (c) the teaching-learning process, (d) theinstructional materials, equipment, and facilities, and (e) the community life andsocial community relations.
General Principles
The greatest benefit can be secured from an evaluation program by followingcertain general principles:1. Evaluation should be in terms of the extent to which the pupils have attained theobjectives of education. These objectives include not only mastery of subject matterbut also the growth in physical and mental health, ability to get along with others,use of critical thinking to solve problems, efficiency in using skills, competency inthe creative arts, wide interest in many fields of human endeavor, ability to useknowledge gain.2. Objectives should be defined in terms of pupil behavior. This refers to abehavioral analysis of what a pupil should be able to do after successfullycompleting a unit of instruction. Behavioral analysis is the breaking down of higherlevel objectives into component parts, each of which must be mastered toeventually lead to a final behavior expected of the pupil.3. Evaluation is an integral part of the educative process. The teacher should guideevery experience in terms of the needs and interests of the group as seen in lifesituations. Evaluation forms the basis for decisions as to the nature of the nextexperience needed by the learner. The day-to-day appraisal helps the teacher indeciding how to guide on-going experiences and when to introduce new ones.4. The evaluation program should be cooperative. Learners, teachers, and parentsshould participate in the process of evaluating educational objectives.5. Records should give a completely picture of each child. Growth as a continuousprocess can be seen only when adequate records give a complete picture.
