yes it's true that all basic decided but India is a large country where diversity in language, culture etc is occoured. so to fell there problem and dignity there was an election held by which a person who is close to them get elected and those people created a group for debates this group is called constituents assembly. if no person will come from the close of every city then it becomes very hard to fell there problem...
