Is it safe for the electrician to carry out electrical repairs outdoors during heavy downpour? Explain.

Is it safe for the electrician to carry out electrical repairs outdoors during heavy downpour because electric things are very good conductors of electric shock so they may experience electric shock.

during the heavy downpour, the electrician carry out electrical repair outdoor, he may get a shock as water because water is a good conductor of electricity. therefore it is never safe for electrician to carry out electrical repairs outdoor during heavy downpour.
