A symbol is a very quick way of communicating ideas. Not just one but many at the same time. 
In a freedom struggle there will always be an attempt to stop the flow of ideas contrary to those of the party in power. Censorship will take all forms, from exclusion of protest in the press, to the suppression of the media and the arbitrary arrest of those opposed to the regime in power. 
Symbols come in useful because they signify that not all opposition is afraid or dead. They can appear on walls, as decorations where they are concealed to all but the ignorant. 
They can be painted, drawn, or made with the hand as signs. 
They can also be incarnate as human beings who by their lives and statements symbolise freedom. Think of Nelson Mandela.
