There are ten rows of flower bed.

First row: 23 flowers

Second row: 21 flowers

Similarly number of flower in consecutive tires decreased by 2.

Therefore number of flowers in each row are:

23; 21; 19; 17; 15; 13; 11; 9; 7 and 5

Since the number of flowers in the last row is five, then the number of rows is ten (Got it by counting the number of rows).

Number of plants in each row is two less than the number of flowers in former row.

Now her action depicts that we must always try to plant plants and therefore increase the beauty of our surroundings.

Hope it helps.
