Here is your answer:

The above sentence has a grammatical mistake. ' Neither of them are to blame ', this doesn't make any sense. It should be :
Neither of of them are to be blamed.
Only the tense has to be changed.

as you can see the above sentence it doesn't look correct it have a mistake and a word is also omitted here so that word is "be" so the correct sentence should be
" neither of them are to be blamed"
and blame is also wrong it should be blamed
