because modern agriculture requires modern equipment, new types of seeds, and neither British not zamindar wants to spend their money on them. they only want to make money so they ordered farmers to grow cash crops like cotton, opium. and they export clothes, and other material to other country and make huge profit by it.

Answer:

neither the British nor the Zamindars took any measures to improve agriculture as:-

-they were assured of a fixed amount of revenue or rent.

-agricultural conditions declined.

-the failure of the monsoon worsened the situation, and devastating famines became a recurrent feature.

-many peasants left their lands migrated to other regions.
