a) The ring master said this to the common people.  

b) He said that because unlike human beings who are extremely driven by their greed and selfishness, the tiger was a tamed being and a helpless animal. It was the humans who were actually beastly.  

c) This tells us that the speaker was a man of conscience and he did not like to hurt animals. If he disliked a few harmless words against an animal, he was most likely intolerant towards violence against animals.
