Newton first law of motion is valid only in the absence of net force or friction?

it is because the force of friction is always present in the air so we cannot say that the Newton's first law of motion will be valid in the presence of friction but if we remove friction and net force then the object will continue to move in uniform motion or remain in its state of rest due to inertia . Hence newtons 1st law of motion is valid absence of
friction and net force.
