This property of massive bodies to resist changes in their state of motion is sometimes called inertia. The Second Law of Motion describes what happens to a massive body when it is acted upon by an external force. ... The Third Law of Motion states, "For every action, there is an equal and opposite reaction.

Newton's first law of motion

According to this law a body at rest will remain in rest and body in motion will remain in motion until an external force is applied.

It is based on inertia. Like inertia of rest inertia of motion and inertia of direction

Newton's second law of motion according to this law the rate of change of momentum of a body is directly proportional to the force applied over it.

F=momentum/ time

Newton's third law of motion according to this law to every action there is a equal and opposite reaction.
