the rate of change of momentum of a body is directly proportional to the force applied on it and the change in momentum takes place in the direction in which the force is applied

The second law states that speed of an object depends on two variables.
That is net force and mass of the object.
If the net force is balanced then the object will not move.
If the mass is heavy it will press harder in the irregularities and friction will oppose the motion and hence speed is affected in both the cases
