Newton' Law of Viscosity gives the relation between shear stress and the velocity gradient between two adjacent layers of a fluid.According to Newton's law of viscocity, Shear stress between two adjacent layers in a fluid is proportional to the negative value of velocity gradient.
F/A = -η​∂x∂y where η is the coefficient of viscosity,
F/A is the shear stress and ∂x∂y is the velocity gradient.
This law also indicates that larger is the distance of a layer from the layer over which shear stress is there , smaller is the velocity of that particular layer.
