Democracy means a government of the people, by the people, for the people. For a country to have a perfect democracy all the 3 stipulations should be fully met. The difficulty is that everybody has to make a sacrifice, then and then only a democracy be perfect . else it will be a flawed democracy.
Then also you will require complete religous toleration, judicial independence. Then there has to be toleration of each individual. But this is mostly not the case because individual gains take priority.The olwer echlons of society get deprived of their rights and democracy takes a back seat, flawed democracy supercedes.

If the political parties introduce schemes and policies to benefit people, then it is a better democracy. Instead they do policies, measures to attract minorities, ignore the good proposals from opposition, promote their own personnel, then it will not be a perfect democracy.....

Every democracy has to realise the ideal of a democratic decision making. This required a constant effort. In today's world there can be various ways of taking decision in a democratic manner. Any country can be good democracy
