Democracy means a government of the people, by the people, for the people. For a country to have a perfect democracy all the 3 stipulations should be fully met. The difficulty is that everybody has to make a sacrifice, then and then only a democracy be perfect . else it will be a flawed democracy.

But this is mostly not the case because individual gains take priority.The olwer echlons of society get deprived of their rights and democracy takes a back seat, flawed democracy supercedes.
