The Luteal phase of the menstrual cycle is the phase after the ovulation process has occurred that is after the egg is released from the ovary. To maintain that released egg the Uterine walls get thickened to prepare for pregnancy.

During this phase, the progesterone hormone level is high due to the formation of the corpus luteum. In this phase the LH( Luteinizing Hormone) and the FSH (Follicular Stimulating Hormone) level is low.

Since the function of LH and FSH is to promote the growth of follicles and ultimately result in their ovulation when they are at low levels the chances of new follicles developing are very low.
