Tertiary or quaternary consumers are often regarded as apex predators as they don't have their own predators and have a large hunting scale on other preys and organisms those which are in a lower trophic level or placed lower in a food chain or food Web. They are the ones to take the top spot of the most highest trophic levels and the energy production or the level of energy reaching at top of the trophic level is very less, approx 0.5% or 1%. Apex predators are largely dependent upon food as their source comes mainly from herbivores(deers, rabbits, cows, water buffalo) or primary consumers, carnivores or secondary consumers (wolves, hyena, etc.) or even Higher carnivores or Tertiary consumers (jaguar, panther, etc.). Apex consumers or predators have their number in very low qualities due to the maintenance of the population of herbivores or primary consumers as they are very much susceptible to any kind of attack to any Apex predator (some might use self-defence, such as, water buffaloes might counterattack if attacked in smaller groups). If the total number of Apex predator goes higher then other lower trophic level consumers will also go lower and lower due to which there can be Trophic cascade, which will be catastrophic when not handled in a intellectual way. This will simply mean the prey population and it's population dynamics will lower to such and level that their will be no feed to get energy from. So, the above statement is "ALWAYS" correct, the Apex consumers or predators is always less and should always be less than other consumers in order to keep the ecological system and the Trophic level system in balance and to avoid any furthermore extinction or endangerment of ground-level species.
