let us consider a volume as shown below.....

with length = l , breadth = b , height =h....

 Now consider water flowing in through the volume as indicated by the arrow....

So the area (a) of cross section perpendicular to the water flow is ( b x h )

 Now let v = velocity of water....

 From equation of continuity .....

av = constant

or ( b x h ).v = constant = k(say)

or vbh = k

or v = k/bh

or v  1/h

So velocity of liquid is inversely proportional to height of the liquid ......

 This explains why deep water runs slow.......
