Does availability of good health and educational facilities depend only on account of money spent by the government on these facilities ? What other factors could be relevant ?

No ...because money in our pocket cannot buy the things such as health ,good environment,good future,good leaders etc..
The other factors relevant for this are factors like literacy,awareness, humanity etc.
