1-It is bcoz group 1 has only one valence of electrons it can loose only 1 electron group 17 has 7 valence electrons it gain only 1 electron so group 1 and 17 has only 1 valency.

2-numeber of valence electron

3-As we know the reducing nature depends on the number of hydrogen atoms bonded to the central atom so in case of H3PO3 there is 1 P-H bond that releases hydrogen and act as a reducing agent.

This is because elements of group 1 have 1 electron in valence shell so they can donate 1 electron whereas in group 17 elements have 7 electrons in valence shell so they can accept 1 electron. Valency is the combining capacity of an element. Elements of group 1 and group 17, both are univalent (both have valency 1).
