Non-ionizing (or non-ionising)radiation refers to any type of electromagnetic radiation that does not carry enough energy per quantum (photon energy) to ionize atoms or molecules—that is, to completely remove an electron from an atom or molecule.

The non-ionizing radiation is Gamma radiation. The Gamma rays have the shortest wavelength but the highest penetrating power. So all its energy is used in its speed of travelling and not in ionizing. Hence gamma radiation is non-ionizing.
Alpha particles are ionizing because they have least penetrating power, so all their energy is used up in ionizing the substances through which they pass.
